UCLA E-PEDIGREE PHARMA - A CONSORTIUM TO ASSIST CALIFORNIA AND THE UNITED STATES WITH THE E-PEDIGREE MANDATES AND REQUIREMENTS


According to the Center for Medicine in the Public Interest, counterfeit sales of medicines could reach $75 billion in the next couple of years. There is therefore a strong public for creating an ePedigree system that will help fight this problem, which today affects United States, but is rapidly becoming global in nature. RFID is the next generation wireless technology that can be used to track medicines, prevent counterfeit, help stop diversion of medicines and if done right, can be implemented economically and also provide other benefits to the entire pharmaceutical industry in the United States. This is the reason for the formation of UCLA ePedigree Pharma - A consortium based on UCLA formed to assist Pharma companies and governments in the State of California and the United States with the ePedigree mandates and requirements.

UCLA-WINMEC has taken a leadership position on the California ePedigree Pharma mandate, with Dr. Rajit Gadh having addressed the California board of pharmacy on March 25, 2008. We are putting together a consortium called the UCLA ePedigree Pharma Consortium to showcase how to achieve epedigree compliance with minimal cost and investment. Several pharma companies including manufacturers and wholesalers have been invited to participate.

Capabilities being developed in the program include:

i.


WinRFID Pharma - A systems-based approach to low-cost RFID enablement for manufacturers, wholesalers, distributors and pharmacies.

ii.



California ePedigree Mandate - WinRFID Pharma system would assist the ePedigree mandate for the State of California including serialization, and, track-and-trace.

iii.



Federal / FDA ePedigree Requirements - WinRFID Pharma system being of a federated architecture would be made compatible with ongoing Federal/FDA ePedigree requirements.

iv.


Lab-based RFID and Bar code testing - A lab set up specifically for testing RFID and Bar code Hardware for the California ePedigree Mandate.

Partnership - We are partnering with RFID hardware vendors, Systems Integrators, I.T. companies and Consultants in furthering the role of RFID in Pharma in the UCLA Pharma ePedigree Consortium.

Counterfeit and Diversion Prevention - Using RFID to provide visibility to reduce/prevent counterfeit and diversion.

Supply Chain Deployment - Help large as well as small organizations in the supply chain to enable RFID and Bar-code based ePedigree capability with low-cost modular middleware/software technology. This will allow pharma manufacturers, distributors and pharmacies to collaborate with their respective supply chain partners.

Expertise on Integration - Expertise has been developed on integrating the WinRFID Pharma system with existing I.T. infrastructure.

One-day seminar - A one day seminar on ePedigree Mandates is offered for manufacturers, distributors and pharmacies.

Public Safety - RFID Technology would have the potential to protect the consumer if implemented correctly. The lab facilities will be used to help the pharma industry achieve public safety via consumer protection.

Global leadership in e-Pedigree - The UCLA RFID Leaders Program (http://winmec.ucla.edu/rfid) is developing the e-Pedigree program with one of the objectives being to make UCLA a global center for RFID-based ePedigree. This will also develop competencies that will help in making the US internationally competitiveness with respect to technology.
